Doddridge County government has written payroll checks and incurred related payroll expenses of around a quarter of a million dollars in three and a half months from July 1 through mid-October 2012. With the $20,400 bonus that Commissioners Williams and Evans gave the DCAA, their payroll and payroll expenses come to ~$255,000 (actuals plus estimates). It should be noted that each of 17 DCAA people received $1,200, not a pro rata amount as DCAA board member Barbara Knight announced.
During budget formulation, the County Commission indicated that DCAA should increase their contribution, indicating the amount they expected DCAA to contribute was $20,000/month. The DCAA has contributed $30,000 over a three month period that averages one-half the amount specified by the Commission.
Considering DCAA’s $30,000 contribution to date, checks were written using county citizens’ tax money in the amount of ~$225,000. With the same level of spending and the same level of DCAA contributions for the rest of the year, Doddridge citizens’ tax funds will have been used to pay ~$716,000 (~18% of the County Commissions budget) by the end of this fiscal year, June 30, 2013.
